Ameren workers stopped the leak about 4 p.m., and they did not have to make any repairs to the pipe, said Erica Abbett, Ameren spokeswoman.
Deputy Chief Ron Bingheim said a construction worker struck the pipe with a tool about 2 p.m. at the intersection of Oak Street and East Main Street.
An apartment complex, a MedStar office and an insurance building were evacuated "just as a safety precaution," Bingheim said. There were no injuries.
The intersection had been blocked off between Oak and Walnut streets for Belleville street and sidewalk construction. Police blocked off East Main Street at Grand Avenue because of the leak.
