Kyrgyzstan expects to introduce a common honorary title ? Honored activist,
without specification of sphere of activity. ?Such changes should raise the
prestige of state awards. One would not be able to receive an award twice in
five years. However such titles as National actor, writer, poet, artist and
teacher will remain intact,? Madumarov explained.
The speaker also offered to abolish three
degrees of the Manas order. ?It should be like the Lenin order in USSR,?
the Speaker noted.
In Kyrgyzstan
about 900 people receive national awards every year. ?Government spends
incredible money on it. We should reasonably restrict the criteria. Now only
70-100 Kyrgyzstanis will be awarded yearly. I would cut the number of awardees
down to 50, if Parliament supports me,? Madumarov stressed.
There is no big difference who you are a
driver or a banker, if you are honored.
Being surprised with such a striving for a
title I turned to Uktomhan Abdullaeva, Kyrgyz Minister of Labor and Social
Development. ?One with the title gets higher salary. And those who award state
honorary diploma receives personal retirement payments,? the minister said.
In Soviet times only a 100 of prominent
Kyrgyzstanis received personal retirement payments. Now there are about two
thousands of the privileged ones. This way Kyrgyzstan
will turn to the country of honorary people. Look at Merlin Monroe, she had no
title of honorary actress, but is famous across the world. Or take Kalygul, for
example, he was not an honorary poet, but is still loved in Kyrgyzstan,?
the parliament speaker added.
?It is all this unique Kyrgyz mentality. Tomorrow
some of the MPs will ask me to give award to someone. They would beat me up and
our national mentality would leave me nothing else but to obey. Today every
hospital is committed to nominate doctors for state awards. You will not
believe me if I say that one may acquire more enemies during one session on
state awards distribution than in 10-15 years. The tenth part of the country?s
population will become snakes in the grass for you,? Madumarov said.
?But why? Don?t you thing that a custom
officer does not deserve a title after serving his country for all his
life?? Damira Niyazalieva, a lawmaker asked.
?Sure, worked in a sweat,? crossed my mind
for some reason.
?Do you think all those who received
national awards, did not legally deserve it?? Niyazalieva protested.
There Madumarov gave her a strict look.
?How many people live in Russia??
he asked. And immediately answered himself -144 millions. ?Do you thing they
have less honorary activists than we do? However, they did approved amendments,
as well as Kazakhstan,? Madumarov said in his loudest tones.
The lawmaker remained unsatisfied.
?Dear colleagues, let?s keep cool. The
trade economy will put everything on its places. All this titles and awards is
nothing but an attribute of the Soviet times. No developed countries have
things like that,? the communist Nikolai Bailo said with deepest understanding
of capitalism.
