On Monday, April 28, 2008, Senator John Kerry, Chairman of the Committee on Small Business and Entrepreneurship, will hold a public field hearing in Chelsea entitled, "The Effects of the Underground Economy on Small Businesses and Workers." The hearing will examine the impact of employers who fail to abide by lawful hiring practices. Whether employees are paid off the books or misclassified as a "contract employee," companies are able to avoid paying certain employment taxes and benefits. Massachusetts loses about $152 million in tax revenue due to the underground economy every year.
Testimony will focus on the effects of employers not abiding by the law, and will look at ways to level the playing field for businesses and workers who play by the rules. Witnesses will include George Noel, Director of the Massachusetts Department of Labor, and representatives from organized labor groups and small businesses.
