Within the zones, subsidies and eased regulations will be provided to encourage research.
Five fields have been designated as priorities. These include regenerative medicine, bioengineered pharmaceuticals and induced pluripotent stem cells, or iPS cells.
The government will begin accepting applications from universities and firms involved in advanced medical research this summer and aims to complete the selection process by the fall.
Kyoto University is likely to be one of those chosen. Last year a team of its researchers led by professor Shinya Yamanaka succeeded in creating iPS cells from human skin cells.
