PowerRating -- Today marks the five-year anniversary of a U.S. Supreme Court decision that made unconstitutional a California state law requiring Holocaust-era policy disclosures from the state's insurers. The American Insurance Association, the case's plaintiff, argued that the law interfered with the workings of the International Commission on Holocaust Era Insurance Claims, a multinational body created by President Clinton in 1998. The court's opinion noted a "sufficiently clear conflict" between the state law and U.S. foreign policy. A.M.
