Commerce Adviser Dr Hossain Zillur Rahman made the call Monday at the WTO mini-ministerial of trade ministers from 35 key nations who began talks on conclusion of the Doha Round under the aegis of the World Trade Organisation, according to a message received here Tuesday.
"We all know the urgency for the conclusion of this round of negotiations. We the LDC delegates also believe that the call for conclusion of the round will not undermine the very specific demands of the LDCs in any way," he told the meeting.
Bangladesh coordinates the LDCs from Asia in the WTO negotiations.
"LDCs want better market access for the products and service providers. This is very much in line with the spirit of the WTO principles," Zillur said, expecting positive initiatives from the trading partners of economically developed nations.
Bangladesh made the call to the developed and developing nations at a time when the European Union and the United States are putting pressure on the developing nations to open up their market to make the seven-year Doha Round successful.
The Adviser said the Ministers at the Hong Kong Ministerial meeting made it clear that the duty- and quota-free market access shall be provided to all products from all the LDCs.
He urged the meeting to reflect the point in a more specific way to ensure that the concerned members do implement this commitment in a time-bound manner.
He reminded the meeting to accommodate the issue in the text for the mini-ministerial in a clearer language and reflecting a timeline for implementation.
The chairperson of the meeting, Pascal Lamy, circulated a text on the Doha Round negotiation before the Mini-ministerial.
Zillur demanded further clarity in the proposed mechanism for monitoring the preferential rules of origin to ensure that the monitoring will be effective and useful for the LDCs.
The monitoring mechanism should be finalised at the earliest, and we should not wait for finalising the schedules of members for implementing the mechanism, he added.
The Commerce Adviser appreciated the proposed mechanism like Enhanced Integrated Framework (EIF) and Aid for Trade for the LDCs, and said the EIF would be important for supply side capacity building of the LDCs.
He reminded the WTO members at the meeting that the LDCs have submitted a list of products that are of utmost importance with a proposal of minimum grace period needed for them to build supply side capacities.
The text proposed one year of grace period before the tariff reduction starts. We request you to reflect the LDC proposal in your text in this regard, the Adviser urged the chair.
