Chief fire officer Mr Savious Mugava yesterday confirmed that the money transfer agency, trading under the name Fredex Company Ltd at Shop Number 21 Arcade, Intermarket Life Towers, along Jason Moyo Avenue, was shut down on Tuesday.
"We closed the business premises in question because they were being used as an office but do not meet the minimum requirements of an office," Mr Mugava said.
He said Western Union was also operating from a window space designed for displaying merchandise in violation of city by-laws.
Mr Mugava said at the time of inspection by the Fire Department, there were four people and furniture items occupying more than half of the floor space, which is in breach of the stipulated by-laws.
He said all industrial, public, commercial and residential buildings were designed and constructed in accordance with the minimum requirements stipulated in the Model Building by-laws of 1977 and other supporting instruments.
"The minimum requirements for a single office space is 9,1 square metres while a standard door has to be fitted and used as means of entry and exit, but the entrance to this premise is less than half the size of a standard door," he said.
He said employees had to jump in and out over a window ledge.
Mr Mugava said the business attracted large numbers of people who ended up congesting the shopping mall compromising fire safety standards in surrounding premises. He said Meikles Hotel adjacent to the premises had to install a roller shutter door on an emergency exit staircase that terminates in the shopping mall.
This, he said, was done in order to prevent Western Union clients from walking up the emergency staircase into the hotel.
He said changes done at the Western Union premises were not declared to the Director of Urban and Town Planning as required under city by-laws.
He said all changes or occupation and even usage of buildings should be declared to the Director of Urban and Town Planning who will liaise with the chief fire officer for the reassessment of fire safety standards.
