The SBA 8(a) program received its name from Section 8(a) of the Small Business Act (15 U.S.C. 637(a)) which authorized the SBA to enter into all types of contracts with other federal agencies and to provide technical assistance and support in identifying federal contracting opportunities for 8(a) small, socially and economically disadvantaged firms.
NAVSEA's Seaport-e is a Web-based services acquisition tool containing over 1,600 multiple award contracts (MACs) that provide a means to electronically compete and award task orders. Seaport-e provides task orders to support weapon systems acquisition and life-cycle management in 22 service areas. Approximately 240 8(a) contractors have Seaport-e MAC contracts.
"This agreement creates a market for these 8(a) companies to compete that did not exist before," said Jerome Punderson, NAVSEA Seaport-e program manager. "Last year, the Navy procured nearly $2.5 billion in support services through Seaport-e and about a third of this went to small business. With this agreement, 8(a) participation should grow significantly."
Seaport-e already has set-asides for general small business and small firms owned by service disabled veterans as well as those certified under the HUB Zone program and other 8(a) firms holding Seaport-e contracts by virtue of falling into broader business categories. Under the agreement, NAVSEA will allow the 8(a) contractors the opportunity to compete for task orders under Seaport-e that are set-aside awards specifically aimed at 8(a) contractors.
"This significant change allows NAVSEA and Navy to be more aggressive in reaching our small business goals and providing opportunities for 8(a) contractors to expand their capabilities in service contracts and become viable entities in the national economy," said Sarkis Tatigian, Director, NAVSEA's Small Business Programs Office.
The Seaport-e acquisition is comprised of seven geographic zones in which task orders are competed. Contractors may hold a MAC in one or more of the seven zones. The Navy executes an annual rolling admissions period that will allow new 8(a) companies to become eligible for Seaport-e MACs.
