William Kevin Knittel, 47, of San Antonio was formally charged with the murder of James Joseph Lamy, 36.
Knittel reportedly is a member of the Aryan Brotherhood of Texas.
Kendall authorities suspect there was an internal conflict between Knittel and Lamy, who also was in the Aryan Brotherhood.
Lamy's body, which was headless and handless, was discovered Oct. 26 by a fisherman in brush approximately six feet from the edge of the water in a rural area of Kendall County, about 20 miles southeast of Comfort.
According to KCSO, Lamy was last seen by friends in San Antonio about noon on the same day that his body was discovered.
Investigators believe Lamy's body was dumped at the location. No personal items, jewelry or identification were located nearby.
Authorities were able to identify the victim after family members recognized tattoos on his torso.
An autopsy revealed Lamy had been shot in the back and chest.
On Monday, investigators recovered some charred bone and skull fragments in the 4200 block of Stahl Park Road in San Antonio, which are believed to be the remains of Lamy.
Information obtained through the investigation led to the discovery of the remains.
Knittel's driver's license indicates he lives at 24910 Ada Mae in San Antonio. He is described as 6 feet tall, weighing 185 with blue eyes and gray hair.
Kendall authorities said Knittel has a history of drug possession and driving drunk and without a license in Texas and drug and weapon charges and assault on a police officer charge in Oklahoma.

The San Antonio Police Department, Bexar County Sheriff's Office and other law enforcement agencies are assisting in the investigation.
