Proponents of state Issue 6, which would have allowed a resort casino in Clinton County, expect to come back with a clearer proposal for multiple casinos, The Columbus Dispatch reported. It remains to be seen what, if anything, reaches the ballot, but those opposed to any type of gambling might find some of their previous allies dropping off.
The partners in Issue 6 have begun talking to other investors. One of the partners, Rick A. Lertzman, told The Dispatch a new measure could include casinos in Cleveland, Columbus, Cincinnati, Toledo and Youngstown. One of the major criticisms of Issue 6 was that it would amend the Ohio Constitution for the sake of one casino operator in one location. Constitutional refiguring for the sake of a small group of operations isn't any better, but it's also not likely to bother many people.
David P. Zanotti, from the Vote No Casinos committee, said he expects some other developer to bring a casino to the ballot. He said one could be Penn National Gaming, which owns the Argosy Casino in Indiana and spent $27 million to defeat Issue 6.
Finally, clearer ballot language would eliminate the conflicting and confusing TV commercials. Would a loophole possibly allow the Clinton County casino to pay zero taxes? Would the amendment really exempt the casino from state and local laws? You'd think so based on one commercial, then be told otherwise in the next. Such confusion about the facts can't help.
This is not to say any casino issue actually will be on the ballot next year. It doesn't mean other investors would be involved, nor does it mean such an issue would be free of the extra opposition Issue 6 drew.
But those who oppose gambling in and of itself might not want to bet that those things won't happen.
