The loans restricted the use of the proceeds to expenditures related to the operation of the Hickman Mills textile plant that Wall and co-defendant Lloyd Aaron Smith opened in Hickman.
In September 2003, Wall obtained a $5 million loan from Citizens Bank to operate Hickman Mills. Wall admitted to spending about $134,000 of the loan to pay off an unrelated business debt.
Wall also admitted to defrauding the TVA in November 2003, by obtaining a $500,000 loan upon representation that the loan proceeds would be used to buy equipment for the Hickman Mills plant. Instead, he used the loan proceeds to pay off an overdraft in an unrelated business account.
Wall also pleaded guilty to conducting nine illegal money laundering transactions with the proceeds of the Citizens Bank loan to Hickman Mills. These illegal transactions included the deposit and withdrawal of checks issued from the Hickman Mills account as payment on the fraudulent invoices Wall issued to the company.
Wall entered the plea before U.S. District Judge Thomas Russell, who will sentence him Feb. 11.
Smith pleaded guilty to the same charges on Oct. 13. He will be sentenced Jan. 14.
