Representatives for National Grid and the state Department of Environmental Conservation are working at the site near the corner of Huyck Square and Washington Street where a manufactured gas plant stood more than 100 years ago.
Manufactured gas plants, once found in many communities were industrial facilities where flammable gas was produced from coal or oil. The gas was stored, and then piped out for use in lighting, cooking, heating homes and businesses and for streetlights. The plants left behind pollutants.
"The types and extents of pollutants at these sites varies depending on the type of plant and how well they were operated," said Maureen Wren, DEC spokesperson.
One of the byproducts of the plants was a dense, oily liquid known as coal tar. Most plants had tar/water separators, which sometimes could not fully separate the two liquids. The resulting tar/water emulsion was often discharged to a nearby surface water body, according to DEC.
The Rensselaer site is on the banks of the Huyck Stream, which empties into the nearby Hudson River. The stream and its embankments will also be tested for pollutants, Wren said.
Over the decades such plants operated, substantial amounts of tar also leaked from storage and processing facilities and contaminated soil and groundwater, according to DEC.
The first such plants in New York were built in the early 1800s. Most were closed during the early-to-middle 20th century, and the last one ceased operations in 1972, according to a fact sheet put out by DEC.
The East Albany Gas Light Co. once sat on the property. It began operation sometime between 1860 and 1887 and ceased operations around 1925.
The buildings were all torn down in the late 1960s and the site is now a permit parking lot for the Capital View Plaza and the state Office of Children and Family Services.
The site was first tested in 2006 and pollutants were found. The current work involves drilling holes to test deeper soils and installing monitored wells to gauge any water table contamination.
