The department said it recommended a "swift remedial response" to protect policyholders from financial hardships experienced by affiliated firms under the same holding company, LandAmerica Financial Group.
LandAmerica came under financial pressure after Fidelity National Financial canceled its purchase of LandAmerica.
Nebraska Insurance Commissioner Ann M. Frohman recommended the "rehabilitation order" to ensure that the two firms can conduct ordinary business.
LandAmerica, whose main officers are in Glen Allen, Va., shifted its official headquarters to Nebraska in 2006 for tax reasons.
The department said the two title insurers are solvent and continue writing insurance policies.
