In exchange, the Agricultural and Horticultural Association of Berks County, which organizes the fair, would be allowed to use the site at other times for events that qualify as passive recreation, township Manager Brian L. Potts said Tuesday.
Those events could include camping, recreational vehicle shows, dog shows and other activities, Potts said.
The township has asked the fair board to submit a list of events it might want to hold.
Racing at the fairgrounds off Hilltop and County Welfare roads was an issue last summer when some neighbors complained about noise and the number of racing events held there.
Scott Schell of Hilltop Road said Tuesday that he doesn't mind the races during the Reading Fair, but that the noise at other times was a problem.
"Our main objection was noise and things like racing and rock concerts," Schell said. "If they (the fair board) were to move in that direction, that would be a problem."
Township zoning allows the fair board to hold three events a year, said Larry E. Kehl, vice chairman of the fair board. Each event must qualify as family entertainment related to agriculture.
Bern Township offi cials have questioned whether small-car races, also known as slingshot races, meet the definition of an agricultural event.
The Reading Fair celebrated its 154th year in August, and auto racing has been a fair tradition since 1924.
However, the Bern supervisors threatened in July to ban racing altogether if organizers did not meet with them to discuss use of the grounds at other times.
Berks County Commissioner Kevin S. Barnhardt, who helped facilitate discussions this fall, said that if the fair board suggests an event that the township finds questionable, there would be an appeal process.
"I think it's a good compromise," Barnhardt said. "Bern Township wants to see that the fair makes some money and stays profitable, but at the same time maintain the (area's) rural character."
