The buildings and land, near the Ohio River, had been used as a manufacturing plant before it closed in late 2007.
"The plan is working with the town to bring the property back into economic viability," said Andreas V. Kissal, senior vice president of real estate for Active International. Clarksville officials had previously discussed turning the plant and the area surrounding it into a mixed-use space featuring retail and residential uses.
