Frank Perkins Joins USI as Chief Operating Officer; Gerald Bell Joins as Vice President of USI Cable Division

BAKER CITY, OR, Apr 29, 2009 (MARKET WIRE via COMTEX) -- UVSS | Quote | Chart | News | PowerRating -- Universal Systems, Inc. (PINKSHEETS: UVSS | Quote | Chart | News | PowerRating) announced today two key appointments. Frank Perkins was named Chief Operating Officer, reporting to USI Chief Executive Officer Kevin Chambers. Before joining USI, Perkins, 50, was a Directorate Manager for CAS, Inc. (a wholly owned subsidiary of ITT Corporation) in Huntsville, Alabama. USI also named Gerald Bell to the newly created position of Vice President of USI Cable Division. Bell, 63, comes to USI from Energy Independence, Inc., where he served as Chairman.

Before joining USI, Frank Perkins spent 8 years with CAS, Inc., a defense contractor headquartered in Huntsville, Alabama, where he managed the Information Technology Division and the Prototyping and Integration Division. Frank also served as Program Manager on a large, multi-task engineering services contract awarded to CAS by the U.S. Government. Prior to this Frank managed several contracts awarded to Nicholas Research Corporation by the U.S. Government for production of advanced training devices for STINGER-based missile systems. He holds a bachelor's degree in electrical engineering from the University of Alabama in Huntsville.

"USI has spent the past two years assembling the processes and tools to provide waste management services in the petroleum industry. Frank's experience in engineering and management and depth of understanding in building and maintaining infrastructure will be invaluable assets as he positions USI to capitalize on its investments," said Kevin Chambers, President and Chief Executive Officer, USI.

In his new role as Vice President of USI Cable Division, Gerald Bell will oversee salvage of the submarine cable held by USI. Bell will be responsible for salvage operations including survey, recovery, transportation and disposition of the metals recovered. Bell brings 40 years of experience in shipping operations and equipment, and demonstrated management of marine projects. Through his career, he has developed a solid network of key individuals in the marine community worldwide.

"The objective in bringing Jerry aboard is to coordinate the several entities necessary and to oversee execution of the salvage effort," said Chambers. "Given his experience in managing projects of similar scope and complexity, and his contacts in the marine community, I am confident he will move USI forward quickly on this project."
