Industry Minister Tony Clement sent U.S. Steel a "demand letter" telling it to comply with the commitments the Pittsburgh-based steelmaker when it bought Stelco in November 2007 for $1.2 billion. That letter is the first step in enforcing provisions of the Investment Canada Act, which could result in U.S. Steel facing fines of $10,000 a day, or unwinding the acquisition. U.S. Steel has 10 days to respond to the letter. "We are reviewing the demand and will respond in due course," U.S. Steel spokeswoman Courtney Boone said in an e-mail. Clement said in a statement yesterday he is concerned about U.S. Steel cutting operations in Canada and the impact it will have on its laid-off workers. When U.S. Steel bought Stelco, it made commitments to Canada that included capital expenditures, research and development, and production. Clement's action occurs about two months after U.S. Steel announced it would idle finishing and coking operations at its Hamilton, Ontario, plant, and the steelmaking and finishing operations at its Lake Erie Works, in Nanticoke, Ontario. That resulted in the layoff of about 1,500 workers. "While I recognize these are challenging economic times, we expect the company to live up to its commitments," Clement said. The United Steelworkers in Canada wants its government to reveal what commitments U.S. Steel made when it won the Canadian government's approval to buy Stelco, and what the government has done since U.S. Steel laid off Canadian workers, said Kenneth Neumann, the USW's national director in Canada. There are only about 200 steelworkers on the job at the two former Stelco plants.
