As a certified General Services Administration Specialty Item Number (SIN) 132-62 vendor and approved supplier of Federal Information Processing Standards (FIPS) 201-compliant products and services, Diebold led the project's design and implementation in conjunction with NDU engineers, the prime contractor, building architects, engineers and the Army Corps of Engineers. The overall solution involved a complement of electronic security systems, including advanced card readers, high definition cameras and their integration into a custom console and security monitoring center.

A particular challenge that Diebold solved required an understanding of how the existing and next-generation common access card (CAC-NG) credential would impact the new system. Diebold future-proofed the blueprint for the access system to ensure compatibility with current and forthcoming security card technology, including the more stringent FIPS 201 and Homeland Security Presidential Directive 12 (HSPD-12) government standards in personal identity verification for federal employees and contractors. Diebold, in collaboration with the manufacturer, engineered a solution based on a contactless programming card and reader pair with the ability to flash information to the reader's operating system, thus updating its configuration parameters without direct contact. Upgrading the readers to the latest technology without removal or replacement saved NDU both time and money, and prepares it for migration to the next generation CAC and/or other technologies simultaneously.
Lincoln Hall's security system includes a range of Diebold solutions, including high-definition Internet protocol (IP) cameras with edge-based video recording devices. This enables the facility to maximize available storage space for communications servers while maintaining a central location for video to be transmitted, viewed and analyzed from cameras in multiple buildings.
In addition, Diebold developed a dedicated and redundant fiber optic ring communications network to improve the robustness, reliability and operational integrity of the system. It provides a circular information flow that will not be interrupted in the event of a break in the communications line losing the primary network connectivity path.
NDU is a graduate-level university situated within Fort McNair that provides joint professional military education under the direction of the Chairman of the Joint Chiefs of Staff. The university has a distinguished history of preparing future leaders of the armed forces, the U.S. Department of State and other U.S. government agencies. Lincoln Hall is a 250,000 square-foot facility containing primarily classroom, meeting and conference space for the university.
