Action taken against four district livestock officers on poor performance
PPRUF | Quote | Chart | News | PowerRating -- The Secretary to Government of Sindh Livestock Department Meer Mohammad Parhiyar has issued show cause notices to four District Officers of Livestock on account of their poor performance and warned them to improve their working and facilitate the breeders, accordingly, failing which strict disciplinary action would be taken against them. This he ordered while presiding over a meeting of the officers of department at the committee room of Livestock Department, Shahbaz Building Hyderabad Wednesday.
The meeting was convened to review the implementation on decisions about reporting diseases in animals and adopting preventive measures and to control over new animal disease namely Pestis-de-Pestis Ruminants (PPR) with immediate effect taken on July 15, 2009 at same place. Referring the periodical report of 14-members Field Task Force constituted for monitoring the implementation on the decisions, the Secretary Livestock. Meer Mohammad Parhiyar issued show-cause notices to District Livestock Officers of Ghotki, Umerkot, Tando Mohammad Khan and Thatta districts for their poor performance and negligence in providing medicines, vaccinations and reporting the status of animals in their areas to the higher officers.
The Secretary also constituted a separate Supervising Task Force comprising on the five Directors of the department for monitoring and reporting the activities of earlier constituted 14-members task force and district officers activities with their recommendations to resolve the problems of the breeders. Parhiyar further said that present government was taking keen interest in strengthening the livestock sector and delivering efficient services to the breeders and has earmarked an amount of Rs.100 million extra to the annual budget to meet any kind of short fall in the services and emergency.
He directed the officers to ensure immediate supply of the medicines, vaccinations to each district and to identify their bottleneck if any, so that same could be removed on priority basis. Referring the problem of shortage of officers and technical staff, the Secretary Livestock said that in addition to under trainee of Shaheed Benazir Bhutto Youth Development Program, 28 Reserve Veterinary Officers have also been assigned special duties of vaccination and animal treatment to meet any eventuality of diseases out break during current monsoon season.
Later, talking the official media, the Secretary to Government of Sindh Livestock Department Meer Mohammad Parhiyar said that due to immediate step, the increasing trend of PPR disease has been controlled. He said that mass vaccination at the epidemic areas and ring vaccination in endemic areas has been launched. Besides the advance preventive steps have also been taken to protect the animals from the rain related diseases.
Responding a question, the Secretary Livestock said that due to lack of coordination and professional vision among the management of some district governments, his department has received set-back and its management concerned remained helpless in providing efficient services to the breeders. Presenting example, he said that District Governments Sanghar, Naushehroferoze and Dadu did not earmark any budget in the year 2008-09 for their Livestock component. Similarly, District Governments Tando Allahyar, Umerkot, and Mithi did not fulfil their commitments for providing piece of land, and provision of water respectively for the establishment of cattle colonies.
However, he said that his management has invited the proposals, consent from the stakeholders for efficient utilization of the infra-structure laid down for the cattle colonies in their areas. He said that his management already was considering different proposals in this regard and hopefully the government investment would be made as meaningful for the breeders.
To another question, Parhiyar said that the animal oriented organizations, NGOs have been assigned the job separately in the manner so that there should be no overlapping in their services. The DG Livestock Ghulam Mohammad Mahar, Director Animal Husbandry Ghulam Sarwar Shaikh and other officers of the department attended the meeting and briefed the Provincial Secretary about implementation on the department decision.
