Orchid Cellmark, which has about 65 employees in Moraine, has cut five employees and expects to dismiss more as a result of losing the contract, said Teresa Northrop, Orchid's contract administrator.
The state's decision will cost the company about 30 percent of its business, Northrop said. Had the contract been awarded to Orchid, the company would have added three to five employees, she said.
Laboratory Corp. of America, based in Burlington, N.C., bid $3.86 million for the three-year contract, which can be renewed for up to four years thereafter. Orchid bid $4.03 million.
But the cost of the genetic testing services contract was only one consideration, counting for just 25 percent of the total score, Northrop said. She claims LabCorp didn't meet a minimum contract requirement that the vendor process at least 60,000 CODIS samples per year for five years. (CODIS is a software program with DNA profiles for convicted offenders and missing persons.)
"These proposals were evaluated incorrectly," Northrop said. "There was bias given to the lowest-priced vendor. They should be re-evaluated by someone with no interest in the outcome."
Northrop said Orchid also was the sole vendor who had provided all four lines of service -- paternity testing, CODIS testing, forensic casework, and accessioning -- to the state.
"How can we score lower than a company that's never provided that (accessioning) service for Ohio?" Northrop said.
LabCorp spokesman Bill Bonello said the company does not comment on the particulars of individual contracts.
The Ohio Department of Administrative Services' policy is to decline comment when a procurement is under protest, spokesman Ron Sylvester said.
"The majority of protests do not change the outcome of the original process," Sylvester said. "We hope to resolve this protest within the next couple of weeks."
