Hacienda Road will be closed for seven weeks

SOCGP | Quote | Chart | News | PowerRating -- LA HABRA HEIGHTS -- It looks like the well-traveled Hacienda Road will have to be closed for about seven weeks for repairs -- most likely starting Sept. 2.

This is an increase of three weeks over the original time frame and is due to the need for La Habra Heights Water District, Southern California Gas Co. and Vintage Water Co. to relocate underground pipelines before roadwork can start, said Majdi Ataya, city engineer.

The road project will repair slope damage on Hacienda between Skyline Drive and Canada Sombre and include construction of a new drainage system to direct runoff away from the area to La Mirada Creek.

The City Council already has awarded a $1.3 million contract to Remedial Civil Constructors of Montrose. But it can't start its work until the utility companies are done.

"It's discouraging," said Mayor Howard Vipperman. "We seem to have made this thing more of a serial construction instead of a parallel process. First, we have to finish one and then another."

But the city has no choice because the utility and the oil companies need to do this work, he said.

Hacienda, which carries 15,200 to 18,000 cars a day, will be closed between Skyline Drive and Canada Sombre, blocking any through-traffic from Whittier Boulevard to Colima Road.

In addition, there will be ongoing work on Hacienda between East and West roads. In this area -- during the utility work and the actual construction project -- one lane most likely will be closed, Ataya said.

Vipperman said he's not surprised by the change in dates.

"I'm used to construction schedules sliding," he said. "I grimace a little bit when given a hard-and-fast date."

The work is important, Vipperman said.

"I'm surprised the road has held up this well and as long as it has," he said. "If it rains for a number of days we could lose this road. It's being undermined every time it rains."

The road was damaged in November 2005 during a rainstorm. The hillside was caused to slide with cracks in the road at the time. Erosion damage also occurred between East and West roads, Ataya said.
