The state Department of Environmental Protection has approved the environmental assessment part of Waste Management's permit request to expand its Summit Township landfill and operate for another 10 years.
"The company has demonstrated that the benefits of the project outweigh the known and potential environmental harms," DEP Regional Director Kelly Burch said in a statement.
The benefits, Burch said in an interview, include the landfill spending about $40 million over 10 years in the community for goods and services and paying about $90 million in waste fees to the state, $14 million in host fees to Summit and $11 million in host fees to Erie County.
The harms could include the potential reduction of property values for those property owners directly affected by the planned expansion, Burch said.
But he said the landfill, under a Property Value Assessment Agreement, would pay the difference between the selling price and the certified appraised values of certain properties for five years after DEP would award the new permit.
Waste Management also would have the first right to buy any of the properties that owners would want to sell, Burch said.
DEP now moves to the second phase, the technical review, which examines design details of the application. A technical review could take less than nine months, he said.
Judy Archibald, spokeswoman for Waste Management, said the first part of the DEP review was "an important step in the expansion process, and we look forward to moving into the next review."
The application does not propose any changes to the landfill's 5,000-ton daily waste maximum that DEP now allows.
