The Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) within the U.S. Defense community and the certification and accreditation (C&A) process, in general, accomplish more than the obvious. The core outcome of DIACAP and other C&A processes is generally stated as "security authorization" in which a decision is made to authorize a system to operate. That is, getting an authorization to operate, or ATO. In fact, C&A accomplishes much more. These other objectives are similar when compared to the benefits of Information Technology Governance, Risk Management, and Compliance (IT-GRC). Industry analysts, such as Gartner and Forrester, and many IT product and service vendors are promoting IT-GRC products and services. In this presentation, Mr. Wilson will explain the benefits of governance, risk management, and compliance processes, products and services available in the commercial sector and compare these to DIACAP. Additionally, the traditional commercial roles and players in the IT-GRC process will be compared to the DIACAP roles and responsibilities, followed by a discussion of these processes relative to the AF SISSU process. This presentation is appropriate for anyone involved in conducting C&A, from systems administrators to executive decision makers.

Security concerns will be addressed and mitigation strategies will be discussed. The brief will review performance thresholds and pitfalls in vendor-advertised throughputs. Non-line-of-site (NLOS) and line-of-site (LOS) performance comparisons for both point-to-point and point-to-multipoint scenarios will be examined. Impacts of competing bands will be reviewed and inherent as well as user-initiated interference mitigation approaches will be discussed.
