The decision costs the Moraine operations of Princeton, N.J.-based Orchid Cellmark about 30 percent of its business, according to Teresa Northrop, Orchid's contract administrator. She wasn't immediately available for comment on Friday, Aug. 21.
Laboratory Corp. of America, based in Burlington, N.C., bid $3.86 million for the three-year contract, which can be renewed for up to four years thereafter. Orchid bid $4.03 million.
Orchid had claimed LabCorp didn't meet a minimum contract requirement that the vendor process at least 60,000 CODIS samples per year for five years. (CODIS is a software program with DNA profiles for convicted offenders and missing persons.)
But the state said in its Aug. 20 letter that the evaluation committee believes LabCorp did submit evidence indicating LabCorp met those qualifications.
The state also noted that LabCorp has 57 offices in Ohio that employ 779 people.
DNA Diagnostics Center of Fairfield also unsuccessfully protested the decision.
