The Idaho Public Utilities Commission is taking public comments through Sept. 23 on a proposed agreement for the 18.9-megawatt Cassia Gulch Wind Park and the soon-to-be-built 16.8-megawatt Tuana Springs project, both in the Hagerman area about four miles west of Idaho Power's lower Malad substation. Tuana Springs is expected to be fully operational by June 30, 2010.
The projects are developed locally through Cassia Gulch Wind Park LLC and Tuana Springs Energy LLC. Their owner, Iowa-based John Deere Renewables, plans to combine them into one 35.7-megawatt project once Tuana Springs is operational. The new agreement would cover both segments with a blended rate that will preserve the value of the Cassia Gulch agreement for Idaho Power ratepayers.
The utility earlier this month submitted proposed sales agreements with three other wind farms developed by Exergy Development Group of Boise, all also in the Hagerman area. After a few bumpy years of development, many small wind projects in the Magic Valley are getting back on their feet. The Tuana Springs project was approved by the Twin Falls County Planning and Zoning Commission in February of this year.
The existing agreement for Cassia Gulch dates back to April 2006, and would be replaced by the new agreement once Tuana is complete. Comments can be submitted using the PUC's Web site -- www.puc.idaho.gov -- faxed to 208-334-3762 or mailed to P.O. Box 83720, Boise, ID 83720-0074. The case number is IPC-E-09-24.
