NOTICE TEXT: Department of the Navy Naval Supply Systems Command FISC San Diego Monterey Detachment The Fleet & Industrial Supply Center San Diego, CA hereby gives notice of intent to award a sole source purchase order to INSTRON under the authority of FAR 13.106-1(b)(1). The Naval Postgraduate School (NPS) has an immediate requirement for an upgrade to an existing material and component mechanical testing system. The scope of the upgrade is the installation of a new controlling system and computer system to the existing mechanical loading frame. The controlling system and computer system (hard/software) are unique to the INSTRON and SATEC materials testing frame, platform, and other system. Award to any other vendor would jeopardize the safety of the existing systems, due to the integrated system operation compatibility requirements. INSTRON is the only known contractor that has the capability to meet the Government's need. Interested persons may identify their interest and capability to respond to this requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available. Interested firms shall submit information that indicates their ability to satisfy this requirement. Responses are due by 8:00 AM PST, 04 SEPT 2009, via email. POC is Laura Maxwell, lamaxwel@nps.edu.
