The building has been empty since I.C. System moved its local office to Onalaska and since LaCrosse Footwear Inc. closed its two local distribution centers earlier this year.
It is owned by the La Crosse Industrial Park Corp., a nonprofit corporation that is a partnership of the city of La Crosse, the La Crosse Area Development Corp. and Xcel Energy.
LIPCO has applied to the state Department of Natural Resources for $200,000 in federal economic stimulus money toward demolition costs, LADCO Executive Director James Hill said Tuesday. And Trane has agreed to pay for the cost of cleaning up contaminated soil beneath the building, he said.
Demolition and cleanup costs are expected to total about $1.2 million, Hill said.
LIPCO anticipates a decision on the grant in the next few weeks. If the application is turned down, LIPCO will have to reconsider the project, Hill said.
If the grant is approved, work could begin quickly and be completed by spring.
Some of the soil beneath the building is contaminated with a chemical solvent and with an oil-based substance commonly used as a machinery lubricant, Hill said.
LIPCO bought the building in 1997 from Trane, which phased out manufacturing operations at the site by 2001.
But LADCO has been unable to find new tenants, Hill said. One problem is it's a one-story building. "Low-ceiling distribution space, which this is, is not a robust product, even in a good economy," Hill said.
With the building empty, the economy slow and federal economic stimulus money potentially available, it's a good time to demolish the structure and offer the nearly 12-acre site for redevelopment, Hill said. "LIPCO would turn it over to whoever has the best (redevelopment) idea," he said.
An artist's sketch prepared for LIPCO shows one redevelopment scenario -- some retail buildings, a bank and a senior citizens complex. "We'd want the development community to use their imaginations" in coming up with a redevelopment plan, Hill said.
In the past, some business people have expressed interest in the site when available for redevelopment, Hill said.
