Official sources said that despite having knowledge about non-working condition of the department the Planning and Development Department has included energy and power related five schemes in the portfolio of the newly notified Coal and Energy Development Department of Sindh government in current ADP 2009-10, implying that non of those schemes would be implemented.
Sources said that the Coal and Energy Development Department which is currently linked with Mines and Mineral Department has sought clarification from the Planning and Development Department regarding the inclusion of the new development schemes in the portfolio of Mines and Mineral Development and Coal and Alternative Energy Development Department, saying the technical wings relating to the Power and Alternative Energy currently falls under their parent departments i.e Irrigation and Power and Environment and Alternative Energy Departments respectively.
Meanwhile, sources concerned told The Nation that the high ups of the Planning and Development Department without consulting to the related departments had included the new schemes in the portfolio of newly notified Coal and Energy Development Department in the budget of this fiscal year.
Sources, however said that Planning and development department was fully aware of the problems to come in the way of newly notified Coal and Energy Development Department to initiate the implementation on above mentioned schemes as the technical wings of Power and Alternative Energy were still working under their original departments, Irrigation and Power and Environment and Alternative Department.
The copies of corresponding held between the departments available with The Nation also disclosed that Minister for Irrigation and Power has informed that Chief Minister Sindh had taken a decision to place these schemes back in their respective earlier departments due to the confusion regarding execution of schemes which will adversely affect the progress.
Official sources reminded that a summary has already been moved to the Chief Minister Sindh for the transfer of technical wings of Irrigation and Power and Alternative Energy Departments to the newly notified Coal and Energy Development Department, which has not been approved yet. The Secretary concerned in its communiqu_ has pleaded the Chief Minister Sindh that a clear decision on structuring of new department, be taken so that the development schemes do not suffer.
However, there are lot of impediments occurred in the way of establishment of Coal and Energy Development Department despite issuing notification and clear cut instructions of Chief Minister Sindh Qaim Ali Shah, this department has not become fully operational.
