MPTC said its unit, Metro Pacific Tollways Development Corp., submitted an "unsolicited proposal" to BCDA for the right to operate the tollway in exchange for certain concession fees and a share in future revenues over the life of the concession. It cost BCDA PHP27.2 billion ($569 million) to build SCTEX.
As required by law, an unsolicited proposal can be challenged by other groups. The original proponent, however, will have the right to either match or top a competing proposal.
A potential challenger to MPTC's proposal is San Miguel Corp. (SMCB.PH), the country's largest food and beverage conglomerate that is now diversifying into heavy industries. San Miguel, through unit Rapid Thoroughfares, recently bought a 35% stake in a consortium that will build a tollroad that is envisaged to eventually link with the SCTEX.
The acquisition of SCTEX will make MPTC the leading tollroad operator in the country, with a 67% share of the linear kilometers of tollroad compared to just 33% currently. MPTC already operates the North Luzon Expressway, Manila's main gateway to northern provinces that is linked to SCTEX.
