Beacon Power also looking at Glenville site: Company has option to build $45 million plant in tech park

GLENVILLE, Sep 29, 2009 (Albany Times Union - McClatchy-Tribune Information Services via COMTEX) -- BCON | Quote | Chart | News | PowerRating -- A Boston-area firm that is planning a 20-megawatt flywheel electricity storage system in Rensselaer County is planning a similar facility here in Schenectady County.

The company, Beacon Power Corp. of Tyngsboro, Mass., has an option to build the $45 million plant at the Glenville Business and Technology Park, owned by the Galesi Group of Rotterdam.

Beacon is currently seeking approval of the Rensselaer County facility, targeted for Stephentown, from the state Public Service Commission. It would need similar approval for the Glenville facility.

The plant will house an array of massive flywheels spinning at up to 16,000 revolutions per minute that are designed to store excess power from the electrical grid that can be released back into the grid when additional power is needed. The technology is designed to prevent the need for ramping up fossil-fuel power plants when an additional surge of electricity is needed in the electrical grid.

Earlier this month, Beacon Power said it was applying for $46.7 million in Department of Energy funding for two new 20 megawatt flywheel plants, including the one proposed for Glenville. The other one would be located either in Pennsylvania, New Jersey or Maryland.

David Buicko, chief operating officer of Galesi, said the Glenville site had been in the running for General Electric Co.'s new $100 million advanced battery plant being built at GE Energy's Schenectady campus. He said that Galesi has been working with the county to target the business park for energy companies. He notes that the flywheel plant will have no emissions.

Beacon is targeting a $50 million pool of money offered through the DOE's "smart grid" stimulus funding program, so it's unclear just how competitive the funding is, although the company says that its proposed plants "meet or exceed every DOE grant program performance requirement."

The Stephentown facility would be its first flywheel plant if constructed, although the company has been perfecting the technology for a decade. The DOE has already offered a $43 million loan guarantee to Beacon for the $69 million project.
