"The US faces urgent challenges in security, energy, and environment, and the nation needs better data and research to design programs and policies that will address these considerable challenges," noted Dan Gaylin, NORC's Executive Vice President for Research Programs. "It is an ideal time for NORC to build on its activity in these areas and Doug Himberger's expertise and skills as a researcher and a manager will be a tremendous asset -- we are very excited to welcome him to NORC," said Gaylin.
Himberger joins NORC from Booz Allen Hamilton, where he was a Vice President and Partner with an impressive track record of working with the federal government in a variety of areas, including Homeland Security (HLS) and Homeland Defense (HLD). In this role, he addressed survivability and vulnerability, as well as information and infrastructure assurance for HLS and HLD, and enterprise resilience and assurance efforts across a wide range of Government and commercial clients. He was a leader in the firm's security team, supporting key clients including the Department of Homeland Security (DHS), the Federal Emergency Management Agency (FEMA), the Office of Health Affairs (OHA), the Department of Health and Human Services (DHHS), and various law enforcement and counter-terrorism agencies. He also led the firm's Global Risks Initiative Task Force, as well as the Pandemic Task Force, supporting Government and industry in preparedness, resiliency, and continuity of operations.
Prior to Booz Allen, Himberger served as Technical Director of GTE/BBN Laboratories' Sensors & Systems Technology Division, where he supported DARPA, DOD laboratories and acquisition commands, and various international (e.g., Japan, UK) defense and commercial efforts. He led modeling and simulation efforts there, as well as development of operational systems to provide direct support to combat missions. Prior to GTE/BBN, he served as the Chief Scientist to Epoch Engineering, developing devices and systems supporting the defense and medical communities, among others.
Himberger is the Chairman-Elect of the Board of Directors of the Safe America Foundation (SAF), and serves on the boards of other non-profits, including the Center for Excellence in Education (CEE).
