NOTICE TEXT: Department of the Navy Bureau of Medicine and Surgery NMC San Diego The proposed contract action is for a commercial requirement; which the Naval Medical Center San Diego intends to solicit from a single source Intuitive Surgical Inc. under the authority of FAR 13.106-1(b). This is a Synopsis Notice for commercial items, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This Notice Of Intent is not a request for competitive proposals. However, all proposals received in a timely manner after date of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation number N00259-10-T-0008 is issued as a Request For Quotation (RFQ). The North American Industry Classification System (NAICS) Code for this acquisition is 339112. Oral communications are not acceptable in response to this notice. All interested bidders shall submit quotations electronically by email to Christopher.Jennen@med.navy.mil attention Chris Jennen and are due on or before 7 October 2009, 3:00PM Eastern Standard Time to be considered responsive. E-mail submissions are limited to 2MB. The submitter should confirm receipt of email submissions. The requirement is as follows: CLIN 0001 Contractor shall provide qualified service maintenance according to OEM specification for the Government owned Da Vinci Robotic Surgery System at Naval Medical Center San Diego. Period Of Performance is 8 October 2009 - 31 March 2010. Under the authority of FAR 13.106-1(b), single source justification is based on this requirement including a validatedSole Source Justification disclosing that "Currently, only one company in the marketplace makes a surgical robot and therequired parts for it to function and that is Intuitive Surgical Inc. No other company existed on the marketplace other than Intuitive Surgical Inc. No competing third party products, manufacturers or distributors exist at this time for Da Vinci systems, products or services. As of December 2007, Intuitive Surgical held the patents for this technology and remains the world's sole manufacturer and provider of robotic-assisted surgical systems. No other companies are known to be able to provide the requisite qualified service for these devices aside from the OEM Intuitive Surgical Inc. Contractor must be registered to the Central Contractor Registration (CCR) prior to award.
