Last month, the Australian Competition and Consumer Commission indicated in a draft report the deal could potentially lead to higher petrol prices, raising the ire of independents, motoring bodies and politicians.
They've all called on the consumer regulator to block the takeover, which would make Caltex the biggest unleaded petrol supplier in four states.
But the commission has left the door open for Caltex to possibly scale down the takeover in a bid to meet anti-competition standards.
It will deliver its final summation on November 11, allowing time for Caltex to provide further information.
