"They've tarred and chipped this road before," said Martin Heben, who has lived at 3436 Longview for more than 30 years. "I've never seen anything like this before."
A motorcyclist, Heben said the road is "actually dangerous" because of the dust lowering visibility and deep collections of rock on the sides of the road.
"I just pulled in on my motorcycle and I was wondering if they were trying to kill us," Heben said.
The dust covered mail and newspaper boxes, and his wife's car, which is parked 30 feet off the road, he said.
"This is one of the poorest chip and tar jobs I've seen in Hermitage," Heben said.
Officials stopped contractor Russell Standard Corp., Mercer, Tuesday. The company was out Wednesday trying to clean up the excess material and made the situation worse, City Manager Gary P. Hinkson told commissioners Wednesday.
Russell Standard will be back out today to wet down the road and try again to clean it up, he said.
"The gravel they're using is dirty, for want of a technical term," Hinkson said.
Commissioner William E. Finzel, who is the retired street department superintendent, said the contractor should have seen that there was a problem with the gravel when it picked up the material from its supplier.
Russell Standard claims the gravel meets the city's contract specifications, Hinkson said. Officials will be studying the specs, and have taken samples of material for testing.
Heben said the material appears to be a brown stone and not gravel.
Officials have concerns that the material will not adhere to the road, Hinkson said.
Aside from trying to correct Longview, the first road worked on under the contract, city officials are worried that it's too late in the season to continue the work on other city streets. The tar needs warmth to adhere to the asphalt, Hinkson said.
"The bigger problem now is whether we can complete the program," he said.
