ArcelorMittal threat draws villagers' support for project

RANCHI, Oct 22, 2009 (The Economic Times - McClatchy-Tribune Information Services via COMTEX) -- MT | Quote | Chart | News | PowerRating -- The recent pullout threat by steel giant ArcelorMittal, it seems, has prompted a large section of villagers at Gumla in Jharkhand, to come out in favour of the company's 12 MT greenfield steel project in the area.

Many villagers of Basia and Kamdara blocks of the Gumla district have formed a 'Pragatishil Manch' in support of the project. The group also submitted a memorandum, signed by 191 villagers, to Gumla deputy commissioner Rahul Sharma last week demanding that the administration extend all support to the project.

As reported earlier, the company is in process of setting up the steel plant in Gumla and Khunti districts of Jharkhand. However, due to protest by the villagers, under the banner of 'Adivasi Moolvasi Astitva Raksha Manch' (AMARM), the company recently announced that it may look for an alternative site in India. The company has applied for acquisition of 11,000 acre land for the project.

In the memorandum submitted to the DC (a copy of which is with the ET), the villagers have said: "In absence of employment opportunities, youths of Gumla are becoming naxalites, so much so that Gumla is often termed as 'crime capital of Jharkhand'. A large number of poor people of the district have to migrate to other places in search of employment. Many girls who work as labourers and maids outside never return home."

The memorandum further says: "There is a lack of cultivable land in the area which can be utilized for industrial projects. Work force is also available in plenty. Moreover, people are ready to give their land for the project happily.

Pointing fingers at the protesters, the memorandum says: "Unfortunately, people from Torpa, Rania and Karra from Khunti district are coming to Gumla to protest against the plant. They are anti-development people. The administration should extend all support to the project."

Speaking to ET, the convener of the Pragatishil Manch, Sunil Kumar said: "A project like that of ArcelorMittal's is certain to bring about development of the area, which does not even have basic infrastructure. A large number of people die of malaria in the area as there are no proper health centres or hospitals."

Kumar said the Manch has already had eight meetings in different villages of Gumla. "In one such meeting, gram pradhans of as many as 88 panchayats took part. We are planning to visit more and more villages," he said, and claimed that he has got signatures of support from about 500 villagers, who possess land from one acre to 40 acre.

"We are telling the people about the provisions of rehabilitation and resettlement policy (R&R policy) of the state government which safeguard the interests of the land givers. We are also trying to clarify their misconceptions regarding the policy," he pointed out.
