CPU had won an Oct. 14 election, besting United Steelworkers Local 8-675 in a vote determining which local would represent the workers during contract talks with the company and other labor issues.
CPU received 450 votes to 411 for USW, a local affiliated with Pittsburgh-based United Steelworkers International.
Two previous elections had failed to resolve the issue.
NLRB certified the Oct. 14 election after neither side protested the election results by the deadline of Oct. 23.
Roy Hall, president of CPU, could not be reached for comment this morning.
Bobby Harrison, who has been president of USW Local 8-675, said he and an unknown number of other Steelworkers at the mill have no intention of joining CPU and expect the upstart union to ultimately fail.
Becky Johnson, a spokeswoman for MeadWestvaco, said no discussion has occurred about returning to contract negotiations with CPU. The company was waiting for the certification before addressing negotiation plans, she said.
CPU formed about two years ago when Hall and other former members of the USW local expressed dissatisfaction with contract negotiators from United Steelworkers International.
The split came after more than a year of failed contract negotiations between USW Local 8-675 and MeadWestvaco.
