The master plan for the central oval park area in the middle of the Southtown development will be considered Tuesday by the Planning Commission.
A master plan would establish the overall development program for a large neighborhood park area, with a variety of features and facilities.
The overall Southtown project area, according to a staff report, is under three separate ownerships, with D.R. Horton owning and developing the largest area of the project which includes Phase I, Phase IA and Phase II.
An application has been filed for city approval for the area that comprises the central oval community facilities area.
"The park design is intended to provide a strong community presence within the center of the development area, including strong visual and pedestrian connections to adjacent housing areas," the staff report said.
In other action, the commission will consider an amendment to the city's Land Use and Development Code in order to clarify extensions and to automatically grant two-year extensions to valid planning approvals.
In a report, city staffers explained that, in response to the economic downturn, California adopted two emergency legislation bills that amended the Subdivision Map Act.
The legislation grants automatic time extensions to all approved and valid tentative maps,
vesting tentative maps and parcel maps in the state.
However, the legislation did not specifically address expiration dates of other planning approvals associated with subdivision maps.
City staff is recommending that the Land Use and Development Code be amended to provide clarification regarding the expiration dates that the state-authorized time extensions for tentative maps also applies to other planning approvals associated with the maps.
In addition, commissioners will decide whether to automatically extend the expiration date for two years of other valid planning approvals, such as design reviews, conditional use permits and modifications, that are not combined with a subdivision map.
