Chicago State University: Gov. Pat Quinn set to name four new board members: Move aims to mend South Side school whose accreditation is at risk

Pat Quinn plans Wednesday to name four new board members to Chicago State University, the troubled South Side school at risk of losing its accreditation because of poor recruitment, retention and graduation rates.

The appointees bring financial, legal and community outreach experience. Three live in Chicago and one, from Oak Park, is vice president of the Illinois Green Party. None graduated from the school. "I believe in Chicago State. It's a great, great university with tremendous potential if we work together," Quinn said this week. " ... We have to reform some things, and that's why I'm naming individuals to the board who are going to make it better."

Among the new appointees is Zaldwaynaka "Z" Scott, a partner at the Mayer Brown law firm. This year Scott was on Quinn's Admissions Review Commission, which investigated admissions irregularities at the University of Illinois at Urbana-Champaign. She also was the state's first executive inspector general, appointed by former Gov. Rod Blagojevich to investigate wrongdoing by state employees.

The other appointees are environmentalist Julie Samuels, the Green Party's candidate for lieutenant governor in 2006 and now vice president of the party, a group Quinn undoubtedly would like to tap as he runs in 2010 for the state's top job. He also named Gary Rozier, an Ariel Investments vice president, and Lisa Morrison Butler, executive director of City Year Chicago, a youth mentoring group.

"The top priorities should be really looking at the retention and graduation rates and seeing if we can put in place a model to improve upon those systems," said Scott.

The eight-member board has had several vacancies for years, making it hard sometimes to gather a quorum as the school grappled with a graduation rate in the teens, tumultuous leadership and financial woes. Seven members are appointed and the eighth is a student.

There are about 6,800 undergraduate and graduate students at the public university that draws from Chicago Public Schools. But nearly half of those who start as freshmen do not return for the second year, and the six-year graduation rate has been between 12.8 percent and 18 percent the last few years.

The university's past president, Elnora Daniel, left under fire for questionable spending, and the school and board have been criticized in state audits for lax financial oversight and improper contracting procedures. President Wayne Watson took over last month.

The Higher Learning Commission, which accredits Chicago State, said in a letter this summer that it had "grave concerns" about its leadership, governance, recruitment and retention, and questioned whether it would continue to meet criteria for accreditation.

The school's faculty Senate asked Quinn to remove all trustees. He decided to keep the three members whose terms run until 2011 -- board chair the Rev. Leon Finney, the Rev. Richard Tolliver and Betsy Hill. He did not reappoint Peggy Montes, whose term expired in 2007.
