NRC approves 20-year license extensions for nuke plant reactors

SHIPPINGPORT, Nov 06, 2009 (Beaver County Times - McClatchy-Tribune Information Services via COMTEX) -- FE | Quote | Chart | News | PowerRating -- The Nuclear Regulatory Commission announced Thursday that it has approved 20-year license extensions for the Beaver Valley Nuclear Power Station's two reactors at Shippingport.

The announcement permits Akron, Ohio-based FirstEnergy Corp., which owns the plant, to continue generating electricity there for nearly 40 years. The NRC extended the Unit 1 reactor license to 2036 and Unit 2's to 2047. The two licenses were set to expire in 2016 and 2027, respectively.

"This is a fantastic day for Beaver Valley," said plant Vice President Paul Harden. "What this means is a longer future for the employees and everything that Beaver Valley supports."

The NRC reported that it approved the extensions after an extensive review, which included onsite inspections. It concluded Beaver Valley can operate safely and with no impact on the environment throughout the licensing period. It also concluded that FirstEnergy is capable of safely managing the effects of plant aging.

Unit 1 went online in 1976 and Unit 2 in 1987.

FirstEnergy officials requested extensions in 2007. Harden said the company expended "thousands and thousands" of employee hours and submitted 3,000 pages of documents as part of the process.

"The site will have a much broader and longer future now," he said.

Beaver Valley is successor to the Shippingport Atomic Power Station, the nation's first commercial nuclear power plant, which went online in 1957. That plant, owned and built by Duquesne Light Co., operated until 1982. It has since been dismantled.

The current plant employs 950 workers and has an annual payroll of nearly $70 million. It is capable of generating 1,815 megawatts of electricity annually, enough to power more than 1.4 million homes.

FirstEnergy acquired the plant in 1999 and has spent $500 million in upgrades.

BEAVER COUNTY NUKES

Significant dates:

l Dec. 18, 1957: The Shippingport Atomic Power Station, America's first commercial nuclear plant, generates electricity for the first time.

l July 2, 1976: Beaver Valley Nuclear Power Station Unit 1 reactor goes online.

l Oct. 1, 1982: The old Atomic Power Station is shuttered.

l Aug. 14, 1987: Beaver Valley Unit 2 reactor goes online.

l Dec. 1999: FirstEnergy acquires the nuclear plant from Duquesne Light Co.

l Nov. 5, 2009: Unit 1 license extended to 2036. Unit 2 license extended to 2047.

LOCAL IMPACT

Over their 20-year license extensions, the Beaver Valley Unit 1 and Unit 2 reactors will generate more than electricity. Following is the expected impact:

l 290 million megawatt-hours of electricity, enough to power the entire states of Pennsylvania and New Jersey for one year.

l $40 million in property taxes.

l $1.4 billion in payroll.

l $22 million in employee payroll taxes.

l $2 million in charitable contributions from employees.

l 32,000 temporary jobs created during refueling outages.
