According to the Gaming Control Board, the first incident occurred on July 4, when a 20-year-old male played the slots for over an hour. On August 2, a 19-year-old male played the slots for 19 minutes and an 18-year-old female played them for over two hours on August 15.

The fines were part of a consent agreement between the Board and the Mountainview Thoroughbred Racing Association, which operates the casino. The Board has levied a fines on a total of six occasions statewide, totaling over $210,000 in the past two years for similar violations in the state's slots parlors.
