The Space and Missile Systems Center Development Planning, SMC/XR, located at Los Angeles Air Force Base, CA is conducting a CSM demo in FY12. In conjunction with the demo, SMC/XR is conducting market research and assessing industry capabilities and interest in supporting CSM mission planning exercises and tool development. The project will have a budget of roughly $10M with a period of performance from FY10 through FY12. The vision of the exercises is to develop and execute a series of scenarios using operationally relevant information to refine CSM mission planning operational requirements. The scenarios will contain all parameters to simulate geography, target, threat and treaties in the theaters of choice. The exercises will simulate and/or use, when permitted, the US STRATCOM strategic planning process and command structure. The exercises will be developed iteratively starting with a table top exercise. Notionally, the final exercise will be conducted along with the CSM demo flight and will include strategic planning and launch operations personnel and use the current mission planning tools. The vision for the Mission Planning Tool Suite (MPTS) is to design and test a modular prototype. This prototype should contain a weaponeering module, flight planning module and interface module to Integrated Strategic Planning Analysis (ISPAN) and to command and control (C2). Furthermore, the prototype should produce a Course of Action (COA) and Operational Order (OpOrd) and a data standard should be developed based on the joint planning process used by US STRATCOM. The CSM FY12 Demo mission planning effort will integrate information from other program segments such as the launch and weapon segments.
The industry prime must have the capabilities to perform the following:
-Develop operationally relevant scenarios in multiple theaters -Execute scenarios with government oversight -Develop prototype open software (S/W) architectures and operating concepts -Develop prototype S/W with iterative requirements -Develop realtime S/W -Develop prototype interfaces to be compatible with existing network/communication infrastructure and protocols. -Develop creative options to maintain low Operations and Maintenance costs

This is a Request for Information conducted for information and planning purposes only. It does not constitute a request for proposal or a request for quote. Information contained in this RFI is based on the best information available at the time of publication, is subject to revision and is not binding on the Government. The Government will not recognize any cost associated with a submission in response. The information received will be considered for the purposes of market research. This market research provides information for SMC on potential options for exercise planning and mission planning tool development.
Responses from small business and small, disadvantaged business firms are welcome. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions.
Responses should include information pertaining to the following: 1) contractor qualifications in S/W development and CMMI certification; 2) experience and expertise in exercise development, mission planning S/W development, US STRATCOM mission planning process and Joint Operation Planning and Execution System. Responses should describe a proposed process for the exercise development and a MPTS design concept and notional architecture to include conceptual schedules for both exercises and MPTS development. Include information pertaining to how the proposed MPTS will be used in and to enhance the CSM mission planning exercise.
All responses are to be provided on company letterhead and limited to 15 pages. Page size shall be 8.5 x 11 inches, single-spaced with text no smaller than 11-point font size, Times New Roman.
