The project has expanded since spring, when officials unveiled plans for an office tower with Gateway Financial Holdings as its primary tenant on the present location of The Virginian-Pilot's Virginia Beach bureau. The plan calls for the newspaper's staff to move into offices on the first floor of the Westin Hotel & Residences.
Included in this new phase is the development of a hotel and apartments across the street from the Westin.
The city also wants to draw a portion of the hotel tax revenue that goes into the general fund to pay for the project. Currently, only the new real estate tax revenue generated by Town Center pays for improvements to the area.
The presentation will be made in the City Council chambers at City Hall.
